RESOLUTION CALLING PUBLIC HEARING RE: INCREASE AND IMPROVEMENT TO THE
FACILITIES OF THE RIVERHEAD WATER DISTRICT WELL NO. 16-1
WHEREAS, by previous proceedings held by the Riverhead Town Board it was determined to construct a new supply well on Riverhead Water District property located at Edwards Avenue, Calverton, New York known as Plant 16 at a cost not to exceed $1,580,000, and
WHEREAS, this well at Plant 16 has been constructed and was placed in service during the 2010 summer pumping season, and
WHEREAS, the favorable character of the geological formation and high quality of the water produced by this well permit the increase of its capacity, and
WHEREAS, the location of Well No. 16-1 in the distribution system of the Riverhead Water District permits the level distribution of water during peak summer demand, and
WHEREAS, H2M, consulting engineers to the Riverhead Water District, have prepared a map and plan which details the improvements to Well No. 16-1 to increase its production capacity, which plan is available for inspection at the office of the Riverhead Town Clerk, and
WHEREAS, the Riverhead Town Board as the governing body of the Riverhead Water District desires to call a public hearing pursuant to the Town Law of the State of New York to increase and improve the facilities of the Riverhead Water District known as Well No. 16-1 as more particularly set forth in the map and plan at an increased cost not to exceed $601,285 for a new total project cost of $2,181,285 with the increased cost to be borne by existing district funds.
NOW THEREFORE BE IT RESOLVED, the Town Clerk be and is hereby authorized to publish and post a Notice of Public Hearing to be held on the 15th day of March, 2011, at 7:15 p.m. at the Riverhead Town Hall, 200 Howell Avenue, Riverhead, New York, to hear all interested persons with regard to the increase and improvements to Well No. 16-1 of the Riverhead Water District to increase its production capacity, and

The contractor is advised that this Bid Package contains several potential awards. As the Town currently has some grant reserve available, the bidder will be required to conform to Information to Bidders, Paragraph 25, for award numbers which are followed by the word “grant” in the Itemized Bid Section.
Each bidder will need to complete the Utilization Plan (UPG-1) and submit same with their bid.
Upon award the successful bidder for Grant Awards may be responsible for completing a Monthly Workforce Employment Utilization Report for each month of the term of the contract and a Contractor’s Payment Statement (GCC-1) with each payment application.
Funding for Grant Awards comes in part through an EPF grant administered by the New York State Office of Parks, Recreation and Historic Preservation (OPRHP). Under Article 15A, Executive Law, the State of New York is committed to providing Minority and Women Owned Business (MSBE) equal opportunity to participate in government contracts. The following goals have been set for this project 8% of the contract value for MBE’s and7% of the contract value for WBE’s. The successful bidder may be required to furnish an EEO policy statement, staffing plan, and reports showing the participation of various business enterprises of subcontractors and suppliers on the contract.
OPRHP Funding Credit: This project is in part funded by a grant from the New York State Office of Parks, Recreation and Historic Preservation through Title 9 of the Environmental Protection Act of 1993.

SPECIAL DISTRICT MEETING
NOTICE IS HEREBY GIVEN, by the Board of Education of the Riverhead Central School District of the Towns of Riverhead, Southampton and Brookhaven, Suffolk County, New York, that a Special District Meeting of the qualified voters of said school district will be held on the 5th day of April, 2011, at 9:45 o’clock a.m., prevailing time, at the Meeting Room of the Riverhead Free Library, 330 Court Street, Riverhead, New York, to vote between the hours of 10:00 o’clock a.m. and 8:00 o’clock p.m. on the following propositions:
I. Shall the Board of Education of the Riverhead Central School District, Suffolk County, New York, be authorized to contract for library services with the Riverhead Free Library in the amount of $3,061,107.00 for the 2011-2012 school year and to levy a tax therefor in addition to the taxes required by the school budget?
II. Shall the Board of Education of the Riverhead Central School District, Suffolk County, New York, be authorized to contract for library services with the Baiting Hollow Free Library in the amount of $11,600 for the 2011-2012 school year and to levy a tax therefor in addition to the taxes required by the school budget?
NOTICE IS HEREBY FURTHER GIVEN that pursuant to Section 352 of the Election Law, any person, otherwise qualified to vote, who is currently registered to vote in an election district for the County of Suffolk or part thereof whose boundaries lie within this school district, will be entitled to vote without further registration.
Unless a person is entitled to vote by virtue of such registration in an election district or part thereof whose boundaries lie within this school district, pursuant to Section 2014 of the Education Law, personal registration of voters is required, and no person shall be entitled to vote at the meeting of the district whose name does not appear on the register of the district.
The Board of Registration of said school district will meet in the District Office Meeting Room, 700 Osborne Avenue, Riverhead, New York, on the 28th day of March 2011 between the hours of 10 o’clock a.m. and 6 o’clock p.m. prevailing time, at which said place and times said Board of Registration will prepare the register of the said school district and any person shall have his name placed on said register who presents himself personally to said Board, provided that at such meeting of the Board of Registration he is known or proven to the satisfaction of such Board of Registration to be then or thereafter entitled to vote at said district meeting or election for which such register is prepared. The register so prepared shall also include all persons who shall have presented themselves personally for registration in accordance therewith, and all persons who shall have been previously registered hereunder for any annual or special meeting or election, and who shall have voted at any annual or special meeting or any election held or conducted at any time within four calendar years prior to the preparation of the register.
NOTICE IS FURTHER GIVEN that voting by absentee ballot is permitted and applications for absentee ballots for the election may be made at the office of the District Clerk of the Riverhead Central School District. Such application must be received by the District Clerk at least seven (7) days before the day of the vote, if the ballot is to be mailed by the voter, or by the day before the day of the vote if the ballot is to be delivered personally to the voter. A list of all persons to whom absentee ballots shall have been issued will be available in the office of the District Clerk between the hours of 8:15 o’clock a.m. and 4:00 o’clock p.m., prevailing time, on each of the five (5) days prior to the day of the vote except Saturday and Sunday.
