SHOREHAM-WADING RIVER CENTRAL SCHOOL DISTRICT
NOTICE IS HEREBY GIVEN by the Board of Education of the Shoreham-Wading River Central School District (“Board of Education”) that the Public Budget Hearing to discuss the expenditure and budgeting of funds of the Shoreham-Wading River Central School District for the 2011-2012 school year will be held at the Shoreham-Wading River High School on Route 25A in Shoreham, on Tuesday, May 3, 2011, at 8:00 p.m., prevailing time, and for the transaction of such business as is authorized by the Education Law of the State of New York.
NOTICE IS HEREBY ALSO GIVEN, that the election of three (3) members of the Board of Education for a three year term commencing July 1, 2011 and expiring on June 30, 2014, and the vote upon appropriation of necessary funds to meet the estimated expenditures for the 2011-2012 school year (budget vote) and authorizing the levy of taxes therefore, and upon any other propositions which may have properly been submitted and may lawfully be voted upon at such Annual School District Budget Vote and Elections, shall be held at the Shoreham Wading River High School at 250B, Route 25A, Shoreham, New York, on Tuesday, May 17, 2011, and the polls will be kept open between the hours of 7:00 a.m. and 9:00 p.m., prevailing time for voting by voting machines. The vote on the budget shall be designated as Proposition No. 1 and shall be worded substantially as follows:

“RESOLVED, that the Budget as proposed by the Board of Education of the Shoreham-Wading River Central School District, Towns of Brookhaven and Riverhead, Suffolk County, New York, for the 2011-2012 Fiscal School Year, be adopted and so much thereof as may be necessary shall be raised by a levy of tax upon the taxable property of said school district.”

Shall the Board of Education be authorized pursuant to Chapter 298 of the Laws of 2008 to appropriate and expend the amount of $66,144 from the Tax Reduction Reserve Fund, which contains the prior year’s state aid funds, established by the Board of Education on February 5, 2008, for the Briarcliff Elementary School Storm Drainage Improvement Capital Project?

Shall the Board of Education be authorized pursuant to Chapter 298 of the Laws of 2008 to appropriate and expend the amount of $825,000 from the Tax Reduction Reserve Fund, which contains the prior year’s state aid funds, established by the Board of Education on February 5, 2008, for the removal and replacement of the District’s existing six (6) underground storage fuel tanks?
NOTICE IS FURTHER GIVEN, that a copy of the statement of the amount of money estimated by the Board of Education to be required for the ensuing year for school purposes, exclusive of public monies, may be obtained by any taxpayer of the District during the fourteen (14) days immediately preceding the annual school district election and vote, except on a Saturday, Sunday or holiday; at each open schoolhouse in the District in which school is maintained, between the hours of 9:00 a.m. and 3:00 p.m., prevailing time. The text of any resolutions to be presented to the voters is available along with the budget statement at the times and places hereinabove mentioned.
AND FURTHER NOTICE IS HEREBY GIVEN, Pursuant to Chapter 258 of the Laws of 2008, Section 495 was added to the Real Property Tax Law and requires the School District to attach to its proposed budget an exemption report. Said exemption report, which will also become part of the final budget, will show how the total assessed value of the final assessment roll used in the budgetary process is exempt from taxation, list every type of exemption granted by statutory authority, and show the cumulative impact of each type of exemption, the cumulative amount expected to be received as payments in lieu of taxes (PILOT) and the cumulative impact of all exemptions granted. In addition, said exemption report shall be posted on any bulletin board maintained by the District for public notices and on any website maintained by the District.
NOTICE IS FURTHER GIVEN that petitions nominating a candidate for the office of member of the Board of Education must be filed with the District Clerk between the hours of 9:00 a.m. and 5:00 p.m., prevailing time, no later than Monday, April 18, 2011. Three (3) vacancies on the Board of Education are to be filled, each being for a three-year term from July 1, 2011 to June 30, 2014. The present incumbents whose terms are expiring are Jack Costas, William McGrath and Robert Alcorn, and such vacancies are not considered separate offices; candidates run at large. The three (3) candidates with the highest pluralities of the votes cast will be elected to the Board of Education. Nominating petitions shall not describe any specific vacancy upon the Board for which the candidate is nominated; must be directed to the Clerk of the District; must be signed by at least 76 qualified voters of the District (representing the greater of 25 qualified voters or 2% of the number of voters who voted in the previous annual election); must state the name and residence of each signer, and, must state the name and residence of the candidate.
NOTICE IS FURTHER GIVEN, that the names of the candidate for the Board of Education will draw by lot on Tuesday, April 19, 2011, at 3:00 p.m., prevailing time, at the Office of the District Clerk, to determine the position of their names on the ballot.
AND FURTHER NOTICE IS HEREBY GIVEN, that personal registration of voters is required either pursuant to §2014 of the Education Law or pursuant to Article 5 of the Election Law. If a voter has heretofore registered pursuant to §2014 of the Education Law and has voted at an annual or special district meeting within the last four (4) calendar years, he or she is eligible to vote at this election. If a voter is registered and eligible to vote under Article 5 of the Election Law, he or she is also eligible to vote at this election. All other persons who wish to vote must register.
The Board of Registration will meet for the purpose of registering all qualified voters of the District pursuant to §2014 of the Education Law at the District Offices of the Shoreham-Wading River Central School District located at 250B Route 25A, Wading River, NY 11786, on May 12, 2011, between the hours of 8:00 p.m. and 4:00 p.m., prevailing time, to add any additional names to the Register to be used at the aforesaid election, at which time any person will be entitled to have his or her name placed on such Register, provided that at such meeting of the Board of Registration he or she is known or proven to the satisfaction of said Board of Registration to be then or thereafter entitled to vote at such election for which the register is prepared. The last day to register shall be Thursday, May 12, 2011. The register so prepared pursuant to §2014 of the Education Law will be filed in the Office of the District Clerk, 250B Route 25A, Shoreham, New York, and will be open for inspection by any qualified voter of the District beginning on Thursday, May 12, 2011, between the hours of 8:00 a.m. and 4:00 p.m., prevailing time, on weekdays, and each day prior to the day set for the election, except Sunday, and at the polling place(s) on the day of the vote.
AND FURTHER NOTICE IS HEREBY GIVEN, that pursuant to §2014 of the Education Law of the State of New York, the Board of Registration will meet on Tuesday, May 17, 2011, between the hours of 7:00 a.m. and 9:00 p.m., prevailing time, at the Shoreham Wading River High School, 250B Route 25A, Shoreham, New York to prepare the Register of the School District to be used at the Budget Vote and Election to be held in 2012, and any special district meetings that may be held after the preparation of said Register, at which time any person will be entitled to have his or her name placed on such Register provided that at such meeting of said Board of Registration he or she is known or proven to the satisfaction of such Board of Registration to be then or thereafter entitled to vote at the school election for which said Register is prepared, or any special district meeting held after May 17, 2011.
NOTICE IS FURTHER GIVEN that applications for absentee ballots may be applied for at the Office of the District Clerk. An application for an absentee ballot on a form to be provided by the District Clerk shall be made to the District Clerk, at least seven (7) days before the election if the District Clerk is to return the absentee ballot to the applicant by mail. If the applicant is to personally pick up the absentee ballot the application must be received by the District Clerk at least one (1) day before the election. A list of all persons to whom absentee ballots shall have been issued will be available in the Office of the District Clerk during regular office hours on each of the five days prior to the day of the election except Sunday, and that such list will also be posted at the polling place during the election. No absentee voter’s ballot shall be canvassed unless it shall have been received in the Office of the Clerk of District Clerk not later than 5:00 p.m., prevailing time, on the day of the election.
AND FURTHER NOTICE IS HEREBY GIVEN, that pursuant to Board Policy, any referenda or propositions to amend the budget, or otherwise to be submitted for voting at said election, must be filed with the Clerk of the District Clerk at the District Office, 250B, Route 25A, Shoreham, N.Y. 11786, on or before April 18, 2011, at 5:00 p.m., prevailing time; must be typed or printed in the English language; must be directed to the Clerk of District Clerk; must be signed by at least 189 qualified voters of the District (representing 5% of the number of voters who voted in the previous annual election); and must legibly state the name of each signer. However, the School Board will not entertain any petition to place before the voters any proposition the purpose of which is not within the powers of the voters to determine, which is unlawful or any proposition which fails to include a specific appropriation where the expenditure of monies is required by the proposition, or where other valid reason exists for excluding the proposition from the ballot.

NOTICE IS FURTHER GIVEN, that a copy of the statement of the amount of money which will be required for the ensuing year for school purposes, exclusive of public monies, may be obtained by any taxpayer in the district during the fourteen days immediately preceding May 17, 2011, except Saturday, Sunday or holiday, between the hours of 8:15 a.m. and 3:15 p.m. at the Principal’s Office of each schoolhouse in the district, and at the District Clerk’s Office, and at the place and time of the vote thereon.
Petitions nominating candidates for the office of Member of the Board of Education must be filed with the Clerk of the District by no later than five p.m. on April 18, 2011. The vacancies to be filled on the Board of Education are as follows:
Three vacancies of a term of three years each, commencing July 1, 2011 and expiring June 30, 2014. The candidates receiving the highest, second highest, and third highest number of votes cast shall be deemed elected for the terms above stated.
Each petition shall be directed to the Clerk of the School District shall be signed by at least seventy-three (73) qualified voters of the district, shall state the residence of each signer and the name and residence of the candidate.
NOTICE IS HEREBY FURTHER GIVEN, that pursuant to Section 352 of the Election Law, any person, otherwise qualified to vote, who is currently registered to vote in an election district for the County of Suffolk or part thereof whose boundaries lie within this school district, will be entitled to vote without further registration.
Unless a person is entitled to vote by virtue of such registration in an election district or part thereof whose boundaries lie within this school district, pursuant to Section 2014 of the Education Law, personal registration of voters is required, and no person shall be entitled to vote at the meeting of the district whose name does not appear on the register of the district.

§ 45-3. Permit required.
A. All commercial, industrial, cooperative (commercial and residential), condominium (commercial and residential) and apartment property owner(s) or lessee(s) of property in the Town of Riverhead having on his/her/its premises a fire or police alarm device, or system of fire or police alarm devices, shall apply to the Town Clerk Police Department for a permit to own or otherwise operate such device on his/her/its premises. The applicant for a permit shall provide specifications relating to the device or system of devices installed or to be installed on the premises. No such device shall be operated or installed on the premises of the owner or lessee after the effective date of this chapter without first obtaining a permit under this chapter. No such device shall be modified after the effective date of this chapter without first having obtained an amended permit under this chapter. Such permit shall be valid for a period of one year from issuance and must be renewed upon expiration.

Standards for Town-Owned Buildings
§ 52-24. Green building rating system and procurement.
The Town of Riverhead shall incorporate green building specifications and procurements using environmental standards established by a green purchase guide for the construction of new Town owned buildings or substantial reconstruction or major renovation of Town owned buildings. The Town shall utilize the standards and specifications hereby adopts adopted by the U.S. Green Building Council (USGBC) Leadership in Energy and Environmental Design (LEED), New York State Department of Environmental Conservation Green Building Standards, Environmental Protection Agency’s Green Purchase Guide and Environmentally preferable Purchasing Guide, Energy Star, Green Seal Responsible Purchasing Net as the applicable standard as guideline for construction and renovation projects and purchases of materials and equipment related to the construction or renovation project. Under the LEED rating system, several levels of environmental achievement are possible, including but not limited to a certified rating to a platinum rating.

The Building Department Administrator or designee shall review all projects related to construction of All new Town-owned buildings or Town-owned buildings undergoing substantial reconstruction to determine compliance with the provisions of this article.shall utilize LEED design and construction guidelines so as to achieve the minimum standard of LEED certification.

TOWN OF RIVERHEAD
NOTICE TO BIDDERS
Sealed proposals for the Meetinghouse Creek Bulkhead Renovation Project will be received by the Office of the Town Clerk, Riverhead Town Hall, 200 Howell Avenue, Riverhead, New York until 4:00 pm on May 11, 2011 and will be publicly opened and read aloud at 11:00 am on May 13, 2011 in the Office of the Town Clerk.
Plans and specifications may be examined and/or obtained on or about April 28, 2011 at the Office of the Town Clerk between the hours of 8:30 am and 4:30 pm weekdays, except holidays or by visiting the Town of Riverhead website:  www.riverheadli.com and click on Bid Requests.
A fee $50.00 *refundable fee (*subject to terms, conditions and instructions to be provided by Town Clerk/Receipt of Fee form) will be required for each hard copy of the contract documents obtained from the Office of the Town Clerk.
Each proposal must be submitted on the form provided and must be in a sealed envelope clearly marked, “Meetinghouse Creek Bulkhead Renovation Project” and must be accompanied by a bid surety as stated in the Instruction to Bidders.
Please take further notice, that the Town Board reserves the right to reject in whole or in part any or all bids, waive any informality in the bids and accept the bid which is deemed most favorable in the interest of the Town of Riverhead.  The Town Board will use its discretion to make judgmental determination as to its best estimate of the lowest bidder.

Sealed bids for the purchase of WELL & PUMP SERVICE for use by the Town of Riverhead will be received by the Town Clerk of the Town of Riverhead at Town Hall, 200 Howell Avenue, Riverhead, New York, 11901, until 11:00 a.m. on May 17, 2011.
Bid Specifications and/or Plans may be examined at the Town Clerk’s office at Town Hall Monday through Friday (except holidays) between the hours of 8:30 a.m. and 4:30 p.m. Bid Specifications and/or Plans may be obtained by visiting the Town of Riverhead website at www.riverheadli.com. Click on “Bid Requests” and follow the instructions for registration and obtaining a copy of the bid document.

There is a fee of one hundred dollars ($100.00) for each set of specifications. Payment can be made by cash, money order, or check payable to Riverhead Central School District. Fees may be returned to unsuccessful bidders and non-bidders in accordance with Section 102 of the General Municipal Law.
All bidders are strongly urged to attend a Pre-Bid Walk Through on Thursday, May 5, 2011 at 9:00 a.m. at Roanoke Avenue Elementary School Main Office located at 549 Roanoke Avenue, Riverhead, New York.
The Riverhead Central School District reserves the right to reject and declare invalid any or all bids and to waive any informalities or irregularities in the proposals received, all in the best interests of the School District.
