NOTICE IS HEREBY GIVEN that a public hearing of the qualified voters of the Remsenburg-Speonk Union Free School District, Town of Southampton, County of Suffolk, New York, will be held in the Remsenburg-Speonk Elementary School building in said District on Monday, May 9, 2011, at 7:30 P.M., prevailing time, for presentation of the budget.
NOTICE IS HEREBY GIVEN that budget vote and election of Board of Education members of the Remsenburg-Speonk Union Free School District, Town of Southampton, County of Suffolk, New York, will be held on Tuesday, May 17, 2011, between the hours of 3:00 P.M. and 9:00 P.M., prevailing time, in the Remsenburg-Speonk Elementary School, at which time the polls will be opened to vote by ballot or machine upon the following items:
1. To adopt the annual budget of the School District for the fiscal year 2011-2012 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District.
2. To adopt a resolution that the Board of Education be authorized to enter into a contract with Westhampton Beach UFSD and Eastport/South Manor CSD for the education of students in Grades 7 through 12 for school year 2011-2012.
3. To adopt a resolution that the Board of Education be authorized to contract with the Suffolk Cooperative Library System for a period of one year only commencing July 1, 2011, for direct access library service for a sum not to exceed $226,720, in addition to the sums set forth in the budget, and to levy the necessary tax therefor.
3. To elect one (1) member of the Board for a three (3) year term commencing July 1, 2011, and expiring on June 30, 2014.
AND FURTHER NOTICE IS HEREBY GIVEN that a copy of the statement of the amount of money which will be required to fund the School District’s budget for 2011-2012, may be obtained by any resident in the District during business hours beginning on Monday, May 2, 2011, except Saturday, Sunday and holidays, at the Remsenburg-Speonk Elementary School. Pursuant to Chapter 258 of the Laws of 2008, Section 405 was added to the Real Property Tax Law and requires the School District to attach to its proposed budget an exemption report. Said exemption report, which will also become part of the final budget, will show how much of the total assessed value of the final assessment roll used in the budgetary process is exempt from taxation, list every type of exemption granted by statutory authority, and show the cumulative impact of each type of exemption, the cumulative amount of expected to be received as payments in lieu of taxes (PILOT) and the cumulative impact of all exemptions granted. In addition, said exemption report shall be posted on any bulletin board maintained by the District for public notices and on any website maintained by the District.
AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of member of the Board of Education shall be filed with the Clerk of said School District at her office in the Remsenburg-Speonk Elementary School, Remsenburg, New York, not later than Monday, April 18, 2011, 5:00 P.M. Each petition shall be directed to the Clerk of the school district, shall be signed by at least twenty-five (25) qualified voters of the district, shall state the residence of each signer, and shall state the name and residence of the candidate.
AND FURTHER NOTICE IS HEREBY GIVEN that applications for absentee ballot can be made between the hours of 8:30 A.M. and 4:30 P.M., Monday through Friday, except holidays, at the office of the District Clerk at the Remsenburg-Speonk Elementary School, Mill Road, Remsenburg, New York, no later than Tuesday, May 10, 2011, if the ballot is to be mailed to the voter, or no later than Monday, May 16, 2011, if the ballot is to be delivered personally to the voter. Absentee ballots must be received by the District Clerk not later than 5:00 P.M., prevailing time, on Tuesday, May 17, 2011.
A list of persons to whom absentee ballots are issued will be available for inspection to qualified voters of the District in the office of the District Clerk on and after May 11, 2011, between the hours of 8:30 A.M. and 4:30 P.M., on weekdays prior to the day set for the annual election, and on May 17, 2011, the day set for the election, and said list will be posted at the polling place at the election. Any qualified voter present in the polling place may object to the voting of the ballot upon appropriate grounds for making his/her challenge and the reasons therefore known to the Inspector of Election before the close of the polls.
AND FURTHER NOTICE IS GIVEN that only qualified voters of the School District shall be entitled to vote at said annual vote and election. A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen years of age or older, and (3) a primary resident within the School District for a period of thirty (30) days preceding the annual vote and election. The School district may require all persons offering to vote at the budget vote and election to provide one form of proof of residency pursuant to Education Law 2108-c. Such form may include a driver’s license, a non-driver identification card, or a voter registration card. Upon offer of proof of residency, the School District also requires all persons offering to vote to provide their signature, printed name, and address.

NOTICE IS HEREBY GIVEN, that the election of the members of the Board of Education of this district and the vote upon the appropriation of the necessary funds to meet the estimated expenditures and authorizing the levy of taxes and a vote on a proposition to authorize the transfer of funds to the 2011 Repair Reserve Fund shall be held on Tuesday, May 17, 2011between the hours of 6:00 a.m. and 9:00 p.m. (prevailing time), in the gymnasium of the Riverhead High School, 700 Harrison Avenue, Riverhead, New York.
NOTICE IS FURTHER GIVEN that a Real Property Tax Exemption Report prepared in accordance with Section 495 of the Real Property Tax Law will be annexed to any tentative/preliminary budget as well as the final adopted budget of which it will form a part, and shall be posted on the District bulletin board(s) maintained for public notices, as well as on the District’s website.
NOTICE IS FURTHER GIVEN, pursuant to Education Law section 1716, there will be a budget hearing in lieu of the district’s annual meeting, for the purpose of discussion of the expenditure of funds and the budgeting thereof, which will be held in the auditorium of the Riverhead High School, 700 Harrison Avenue, Riverhead, New York, on May 10, 2011at 7:00 o’clock P.M. (prevailing time).
NOTICE IS FURTHER GIVEN, that a copy of the statement of the amount of money which will be required for the ensuing year for school purposes, exclusive of public monies, may be obtained by any taxpayer in the district during the fourteen days immediately preceding May 17, 2011, except Saturday, Sunday or holiday, between the hours of 8:15 a.m. and 3:15 p.m. at the Principal’s Office of each schoolhouse in the district, and at the District Clerk’s Office, and at the place and time of the vote thereon.
Petitions nominating candidates for the office of Member of the Board of Education must be filed with the Clerk of the District by no later than five p.m. on April 18, 2011. The vacancies to be filled on the Board of Education are as follows:
Three vacancies of a term of three years each, commencing July 1, 2011 and expiring June 30, 2014. The candidates receiving the highest, second highest, and third highest number of votes cast shall be deemed elected for the terms above stated.
Each petition shall be directed to the Clerk of the School District shall be signed by at least seventy-three (73) qualified voters of the district, shall state the residence of each signer and the name and residence of the candidate.
NOTICE IS HEREBY FURTHER GIVEN, that pursuant to Section 352 of the Election Law, any person, otherwise qualified to vote, who is currently registered to vote in an election district for the County of Suffolk or part thereof whose boundaries lie within this school district, will be entitled to vote without further registration.
Unless a person is entitled to vote by virtue of such registration in an election district or part thereof whose boundaries lie within this school district, pursuant to Section 2014 of the Education Law, personal registration of voters is required, and no person shall be entitled to vote at the meeting of the district whose name does not appear on the register of the district.
The Board of Registration of said school district will meet in the District Office, 700 Osborne Avenue, Riverhead, New York, on May 9, 2011 between the hours of 12:00 o’clock P.M. and 6:00 o’clock P.M., prevailing time, and on May 10, 2011 between the hours of 10:00 o’clock A.M. and 4:00 o’clock P.M., prevailing time, at which said place and times said Board of Registration will prepare the register of the said school district, and any person shall have his name placed on said register who presents himself personally to said Board, provided that at such meeting of the Board of Registration he is known or proven to the satisfaction of such Board of Registration to be then or thereafter entitled to vote at said district meeting or election for which such register is prepared. The register so prepared shall also include all persons who shall have presented themselves personally for registration in accordance herewith, and all persons who shall have been previously registered hereunder for any annual or special meeting or election, and who shall have voted at any annual or special meeting or any election held or conducted at any time within four calendar years prior to the preparation of the register.
The register shall be filed in the office of the District Clerk, located at 700 Osborne Avenue, Riverhead, New York, in said school district, and such register will be open for inspection by any qualified voter of said district between the hours of 8:15 o’clock a.m. and 4:00 o’clock p.m. on each of the five days prior to and the date set for said district election, except on Saturday when it will be available for inspection between the hours of 11:00 a.m. and 12:00 noon and except on Sunday.
